There are two different registration forms – the first one is for the authors to fulfill the “one registration per paper” requirement, and the second is for all other attendees (including students).

At least one author of each accepted paper must
register following the following directions to ensure that the paper is
included in the conference or workshop proceedings.
o Each accepted paper is to be accompanied by a unique author registration at the full rate (USD $500 for IEEE members, $625 for non-members). The student discount cannot be applied to meet the registration requirement for accepted papers.
o An exception is that authors with multiple papers appearing in the proceedings must pay an additional publication fee for the second and subsequent papers (USD $250 per paper) if there is no unique registration for those papers. This fee covers the cost of including the additional papers in the proceedings.
o
Your registration will allow you to attend both the conference and the
workshop sessions, the reception, the banquet, the breakfasts, and the coffee
breaks.
With each registration you will receive a copy of both the conference and
workshop proceedings.
