LocDel  software can produce a quality Delaunay mesh for surfaces and volumes. The key point is that it can produce large meshes (with vertices in the tune of millions) with theoretical guarantees usually provided by the Delaunay refinement methods. The problem of memory thrashing that slows down usual Delaunay refinment methods is tamed by a technique we call localized Delaunay refinement. The software is based on recent results described in the  paper given below.  The algorithm guarantees that output is a manifold if the input surface is sufficiently smooth (if polygonal mesh, then no sharp dihedral and solid angles). If the chosen scale of refinement is sufficiently small, the output will have the same topology and approximate geometry of the input.
